  [01:40.53]Have you heard the saying

  [01:42.36]that driving is

  [01:43.16]the most dangerous thing

  [01:45.16]that most of us

  [01:45.66]will do in our lives?

  [01:47.37]So what can be done

  [01:49.05]to make it safer?

  [01:50.64]I think we all know an intersection

  [01:52.60]or a stretch of road

  [01:54.16]that is dangerous

  [01:55.36]and needs to be fixed.

  [01:57.42]Well, there's

  [01:58.40]some federal money available

  [02:00.02]through

  [02:00.43]the Black Spot funding program.

  [02:02.37]Jamie Briggs is an MP;

  [02:05.23]he's also the Assistant Minister

  [02:07.02]for Infrastructure

  [02:08.30]and Regional Development.

  [02:10.06]Welcome, Jamie.

  [02:11.61]M: Thanks. New South Wales

  [02:13.78]has appointed John Cobb

  [02:15.30]as the chair

  [02:16.18]of the Black Spot

  [02:17.37]consultative panel,

  [02:18.83]and many of your listeners

  [02:20.33]know John is

  [02:21.16]a very experienced parliamentarian.

  [02:23.54]And, John knows transport

  [02:25.75]needs very well

  [02:26.73]in New South Wales,

  [02:28.24]and he brings a level

  [02:29.43]of experience

  [02:30.26]to the Black Spot committee,

  [02:31.71]which will ensure we get

  [02:33.22]the best value of money

  [02:34.75]that we want,

  [02:35.74]but also improve

  [02:38.18]our productive capacity

  [02:39.26]on important metro but also,

  [02:41.91]importantly,

  [02:42.80]regional roads.

  [02:44.26]W: Today we're broadcasting

  [02:46.35]not just

  [02:47.14]to the Riverina,

  [02:48.27]but to the southwest

  [02:49.30]and the southeast of the state.

  [02:51.44]People in the regions

  [02:52.65]will know these roads,

  [02:54.03]and know that there are issues

  [02:55.77]with some of them,

  [02:56.94]what can they do

  [02:57.87]if there's a bad stretch of road?

  [03:00.01]The council knows about it,

  [03:01.55]but what can they do?

  [03:03.19]M: Well, look,

  [03:04.30]in respect to this program,

  [03:06.11]the Federal Government

  [03:07.15]runs the Black Spot Program.

  [03:09.81]It's a $60 million program a year,

  [03:12.42]spread across the states.

  [03:13.87]Obviously, New South Wales

  [03:16.26]gets a good share of that.

  [03:17.77]What people can do

  [03:19.00]with their local government

  [03:20.33]particularly is to identify

  [03:22.86]black spots

  [03:23.50]which have had a crash history,

  [03:25.64]where there have been incidents

  [03:27.79]over the last two or three years.

  [03:29.98]They can identify

  [03:30.87]those black spots

  [03:32.27]to the committee,

  [03:33.20]they don't need all

  [03:34.73]that much information,

  [03:35.98]and they can fill it out themselves.

  [03:38.17]The local government body

  [03:39.87]is the best way

  [03:40.86]to move to get the best outcome,

  [03:42.83]and then the committee

  [03:44.36]will make the considerations,

  [03:45.94]what are the best value projects.

  [03:48.29]Projects can be up to

  [03:49.57]$2 million in federal contribution.

  [03:52.65]The state and local government

  [03:54.65]can put in more, of course.

  [03:56.69]Black spots usually mean

  [03:58.57]that we're not getting

  [03:59.79]the best value,

  [04:00.81]particularly in regional areas,

  [04:03.19]that we can get from the roads.

  [04:05.07]So this program can really

  [04:06.94]make a big difference

  [04:08.48]in that respect.

  [04:10.03]W: And the funding

  [04:10.51]was specifically set up,

  [04:12.71]but if there was an intersection

  [04:14.66]or a stretch of road,

  [04:15.74]with a crash history,

  [04:17.28]it would be addressed?

  [04:19.08]M: Well, that's right,

  [04:20.73]and it was a funding program

  [04:22.79]set up

  [04:23.39]initially by

  [04:24.05]the Howard Government,

  [04:24.96]and has continued since that time,

  [04:27.59]and it's got a great track record.

  [04:29.75]It's got a terrific economic outcome,

  [04:32.42]economic history,

  [04:33.63]and it's also got a really important

  [04:35.66]contribution to

  [04:37.01]our safety performance

  [04:38.42]of many of our metro

  [04:40.04]and regional roads.

  [04:41.37]And many of your listeners

  [04:42.86]will know well

  [04:43.54]that there are many local roads

  [04:45.43]which carry

  [04:45.90]heavy amounts of freight,

  [04:47.21]and make contributions

  [04:48.52]to our economic development...

  [04:50.72]which are unsafe at times.

  [04:53.21]And, as economic activity

  [04:55.64]increases in our region,

  [04:57.16]we need to fix those

  [04:58.86]to ensure we get the best value.

  [06:37.23]weren't designed

  [06:38.01]for some semi-trailers,

  [06:39.70]let alone B-doubles?

  [06:41.70]M: Well, indeed,

  [06:42.74]in respect of bridges,

  [06:44.00]during the campaign,

  [06:45.31]the Coalition announced

  [06:46.74]a program specifically

  [06:48.60]to deal with bridges,

  [06:49.88]and that'll be something

  [06:51.02]that the Deputy Prime

  [06:52.21]Minister Warren Truss

  [06:53.40]will be shortly talking more about.

  [06:56.28]We will have

  [06:57.01]a specific bridge program

  [06:58.59]to upgrade bridges

  [07:00.08]in regional areas.

  [07:01.58]And, your listeners

  [07:03.12]in New South Wales know

  [07:04.48]that those bridges which were,

  [07:06.20]as you say, built many years ago,

  [07:08.86]are now carrying significant loads,

  [07:11.61]which we want them to carry.

  [07:13.52]W: Well, what do you want

  [07:15.69]our regions to do?

  [07:17.31]M: We want our regions

  [07:18.19]to do better; we want our regions

  [07:21.22]to be sending more

  [07:22.38]of our high quality

  [07:23.63]primary produce

  [07:24.82]to ports to get onto ships,

  [07:27.37]to export overseas,

  [07:29.84]and to do that we need

  [07:31.09]the most effective road network.

  [07:33.12]And the Australian Government's

  [07:34.87]committing to

  [07:35.67]spending significant amounts

  [07:37.34]to upgrade major roads,

  [07:38.96]in Sydney, for instance,

  [07:40.53]we're committing $1.5 billion,

  [07:44.34]as part of

  [07:44.95]the WestConnex proposal,

  [07:46.86]which has an impact on

  [07:48.28]our freight capacity,

  [07:49.88]of course, getting our stuff

  [07:51.73]to airports and to ports.

  [07:53.99]But this program,

  [07:55.72]while it's small,

  [07:56.78]makes a significant

  [07:58.35]contribution to

  [07:59.41]our regional development

  [08:00.44]because it ensures

  [08:02.35]we get productive capacity

  [08:04.33]on many roads

  [08:05.56]which are suffering

  [08:06.65]from substandard infrastructure.

  [08:08.95]And, what I've asked John Cobb

  [08:11.68]to do is to lead this committee

  [08:14.20]and get the best value for

  [08:15.22]the money

  [08:16.00]that we allocate each year.

  [08:18.04]W: Should the business sector,

  [08:20.29]businesses that set up

  [08:21.63]in certain areas be asked

  [08:22.66]to help fund roads?

  [08:25.43]M: Well, indeed they are

  [08:27.33]on some occasions,

  [08:28.60]and part of the challenge

  [08:30.09]the country has,

  [08:30.89]as both state

  [08:32.41]and federal governments deal

  [08:33.78]with Labor's debt,

  [08:35.20]is to increasingly find ways

  [08:37.00]to attract private sector

  [08:38.75]investment.

  [08:39.68]Sometimes that's

  [08:40.86]through pricing.

  [08:42.24]The private sector is involved

  [08:43.51]in the WestConnex project,

  [08:46.26]and is incentivized

  [08:47.63]to be involved.

  [08:48.90]So, of course, in that instance,

  [08:51.38]it's attractive to both federal,

  [08:53.37]state governments,

  [08:54.25]but also the private sector,

  [08:56.44]and we'll increasingly

  [08:57.74]be looking at ways

  [08:58.91]to attract private sector

  [09:00.49]investment into our important

  [09:02.65]economic infrastructure.
