　　core)，是国家大事(be of national significance)、千年大计(a strategy crucial for a

　　雄安新区位于北京市西南100公里处，位于京津冀地区核心腹地，由河北省保定市所辖雄县、容城、安新3县组成，区位优势明显(incomparable

　　geographical advantages)、交通便捷、生态环境优良、资源丰富(ample resources)，发展空间充裕(lots of room

　　for development)。设立雄安新区将有助于疏解北京非首都功能(noncapital

　　functions)、探索人口密集地区优化开发新模式(explore a new model of optimized development in

　　densely populated areas)以及调整京津冀城市布局(restructure the urban layout in the

　　Beijing-Tianjin-Hebei

　　region)。雄安新区起步区面积约100平方公里，中期发展区面积约200平方公里，远期控制区面积约2000平方公里。

　　《人民日报》微信公众号(WeChat official account)刊登的一篇评论文章(opinion piece,

　　commentary)称，设立雄安新区既不是"迁都(relocate the capital)"，也不是在通州北京副中心之外再建一个"首都副中心(capital

　　subcenter)"。《北京城市总体规划(2016年-2030年)》草案明确指出，首都核心功能(core

　　functions)包括全国政治中心、文化中心、国际交往中心、科技创新中心(the nation's center of politics, culture,

　　international exchange, technology and

　　innovation)。雄安新区的定位是重点承接北京疏解出的城市功能(accommodate urban functions distributed from

　　Beijing)，即与首都核心功能无关的城市功能，包括行政事业单位(administrative and public

　　agencies)、总部企业(company headquarters)、金融机构(financial institutions)、高等院校(colleges

　　and universities)、科研院所(scientific research institutes)等。
