[01:40.72]of E-education,
[01:42.54]Professor Gu?
[01:43.86]M: There are at least
[01:44.79]four advantages.
[01:47.03]First, with access to the Internet,
[01:49.30]students can overcome barriers
[01:51.36]Of space and time.
[01:52.86]For example,
[01:53.90]we can make educational resources
[01:56.68]in Beijing available to students
[01:58.81]in Xinjiang.
[02:00.21]Second, easy access.
[02:02.63]For example,
[02:03.52]we can put libraries
[02:05.17]of multimedia resources
[02:06.63]on the Internet
[02:07.96]and students can have access
[02:09.58]to these libraries just
[02:10.90]by clicking the mouse.
[02:12.63]The third advantage
[02:14.19]is the optimization of resources.
[02:16.71]For example,
[02:17.38]we can tape the lectures
[02:19.26]given by very prominent professors
[02:21.37]and broadcast them live in China
[02:24.06]and even in the entire world
[02:25.91]through the Internet.
[02:27.36]Because of these three advantages,
[02:29.99]there is another big advantage,
[02:32.28]that is,
[02:33.00]the Internet technology
[02:34.31]makes mass education possible.
[02:36.81]As you know,
[02:38.04]it is simply impossible
[02:39.59]for the whole population
[02:40.83]to receive education on campus.
[02:44.01]It is impossible economically
[02:45.72]or otherwise.
[02:47.26]And this is
[02:48.36]where the greatest advantage
[02:49.86]of E-education lies.
[02:51.69]It offers mass education
[02:53.76]and education for a lifetime.
[02:56.92]W: Can you briefly tell us
[02:58.99]the history
[02:59.65]of China's E-education,
[03:01.00]Professor Gu?
[03:02.59]M: E-education in China
[03:04.19]started eight years ago
[03:05.53]when the Internet technology
[03:07.23]began to prevail.
[03:08.69]People realized
[03:10.24]that the Internet technology was
[03:12.31]more powerful than TV,
[03:14.14]because it really created
[03:15.98]the opportunities for students
[03:17.67]to interact with teachers
[03:19.77]and among themselves.
[03:21.49]In 1996 or later than that,
[03:24.48]the Ministry of Education initiated
[03:27.07]a piloting project
[03:28.24]using the Internet technology
[03:30.20]to promote education.
[03:33.01]W: My understanding is
[03:34.14]that an online education project
[03:36.82]may involve
[03:37.60]a large amount of money
[03:39.09]and yet most investors
[03:41.11]would expect
[03:41.72]a quick return
[03:42.61]for their investment,
[03:44.40]so how did you solve that problem?
[03:46.76]M: This is the lesson
[03:48.06]that lots of investors have to learn
[03:49.92]from this initial investment
[03:51.35]into online education programs.
[03:54.56]Initially,
[03:55.51]they thought it might be possible
[03:57.17]to have a quick return of cash
[03:59.07]after the investment
[04:00.53]for one or two years.
[04:02.47]It is a misconception
[04:03.88]of online education.
[04:05.98]Sometimes,
[04:07.41]I use a metaphor of building
[04:09.14]a supermarket.
[04:09.92]If you want to build a supermarket,
[04:12.61]first of all,
[04:13.26]you have to have these
[04:15.08]infrastructures.
[04:16.31]On top of the building,
[04:18.12]you have to develop various goods
[04:20.26]that people like.
[04:22.08]It's the same with education.
[04:23.97]You must realize you have
[04:26.05]to develop courseware
[04:27.15]that people really love.
[04:29.40]And it takes quite a long time
[04:31.21]to develop really good courseware.

[06:18.50]M: Actually,
[06:19.47]the Internet technology can bridge
[06:21.64]the gap between the poor
[06:23.34]and the rich.
[06:24.59]Take the development
[06:25.66]of the northwest China
[06:27.36]for example.
[06:28.31]I used to think it would be
[06:30.24]very difficult
[06:30.99]for the Internet
[06:32.00]to be widely accessible
[06:33.47]in those areas.
[06:35.34]But actually the government
[06:37.11]invested money
[06:38.15]and made the broadb0and Internet
[06:39.91]access possible
[06:40.99]in Guizhou and Gansu,
[06:42.84]because the government realized
[06:44.96]it is impossible
[06:45.84]to have so many teachers
[06:47.49]in those areas.
[06:49.32]W: Perhaps the local officials
[06:51.34]in those areas are just attracted
[06:53.50]by the idea of E-education,
[06:55.96]but nothing has been seriously
[06:57.68]translated into action.
[06:59.82]M: You are right.
[07:00.71]The problem of
[07:02.04]the local authority is
[07:03.40]that they have the technologies,
[07:05.19]but they don't
[07:06.03]make good use of them.
[07:07.32]So I think the biggest problem
[07:09.03]of online education in China
[07:11.42]is not the electric mind.
[07:13.50]It is the human mind.
[07:15.74]W:The biggest problem
[07:16.69]that E-education
[07:18.13]is confronted with
[07:19.47]is probably the development
[07:21.25]of good courseware.
[07:22.60]What are
[07:23.17]the difficulties involved?
[07:25.12]M: To me,
[07:26.45]the most difficult part
[07:27.90]of courseware development is
[07:29.88]that it is hard
[07:31.06]to develop courseware simply
[07:32.71]by putting in the concepts
[07:33.82]of learning process.
[07:35.86]We have to humanize technology.
[07:39.29]This is the greatest challenge
[07:40.79]in courseware development.
[07:42.82]W: I have a question
[07:43.62]about conducting
[07:44.51]examinations online.
[07:46.84]How do you make sure
[07:47.85]the results
[07:48.69]of the examinations are
[07:50.47]reliable online?
[07:52.63]M: This is a big question
[07:54.21]and the big headache for us
[07:56.20]at the moment.
[07:57.07]We have developed
[07:57.99]the online testing program.
[08:00.23]However,
[08:01.03]we can't implement it
[08:02.15]because we have no way
[08:03.39]to check whether the examinee
[08:05.19]is the real examinee.
[08:07.58]So at this moment,
[08:09.39]we cannot do
[08:09.96]any serious online testing except
[08:12.74]for what we call
[08:13.68]"safe monitoring testing".
[08:16.23]The students can test themselves
[08:18.05]for their own purpose
[08:19.18]and check their own progress.
[08:21.63]Any serious examinations
[08:23.36]have to be done
[08:24.11]in the traditional classroom.
[08:26.34]W: Given the problem
[08:27.87]of taking examinations online,
[08:30.62]how can you persuade
[08:32.03]your students
[08:33.14]to accept the online exam
[08:35.00]as a viable option?
[08:37.06]M: We have adopted
[08:38.01]the third party policy.
[08:39.78]By the third party,
[08:41.20]it means we authorize
[08:42.70]the Examination Center
[08:44.23]under the Ministry of Education
[08:46.20]to conduct examinations for us.
[08:48.90]W: Professor Gu,
[08:49.99]two years from now I'd like
[08:51.97]to interview one of
[08:53.00]your degree-holders
[08:53.99]from Beiwai Online
[08:56.10]so that he or she
[08:57.32]may testify to the effects
